General Description: At the direction of the Director, Maintenance and Construction, performs highly responsible administrative, managerial and technical functions relating to the system-wide maintenance and operations (M&O) of State Mental Health Facilities (SMHF) and State Mental Retardation Facilities (SMRF) physical plants (all buildings, structures, fixed equipment and grounds). Provides some oversight of M&O program activities system-wide, and facilitates continuous quality improvement thereof. Includes applicable regulatory compliance such as asbestos, lead, water and waste water treatment, mold, PCBs, CFCs, etc.). Supervises Maintenance and Constructions M&O related technical and regulatory compliance staff. Facilitates, participates in, and/or provides the development, implementation, and updating of major business processes for SMHF and SMRF (including policies, procedures, practices, standards, operating instructions, and reporting) relating to M&O of physical plants, incorporating appropriate best practices and benchmarks. Facilitates, participates in, and/or provides the determination of M&O related internal and external best practices, and benchmarking. Applies internal and external benchmarks to maximize both local and system-wide efficiency and effectiveness in a timely and productive way. Provides aspects of oversight for the M&O of SMHF and SMRF physical plants system-wide. Facilitates SMHF and SMRF compliance with M&O related regulatory requirements. Facilitates and/or provides pertinent information, education and training related to M&O of physical plants. Provides M&O related technical guidance to SMHF and SMRD. Manages Maintenance and Construction M&O related staff. Performs special assignments as per the Director, M&C.

Minimum Qualifications: Bachelor’s degree from an accredited college or university with a major in appropriate to the requirements of the position, plus five (5) years of work experience planning, organizing, directing, controlling, or coordinating activities in a related program.

Additional related work experience may substitute for the required education on a year-for-year basis with a maximum substitution of four (4) years. One year (18 - 25 semester hours) of graduate level work from an accredited college or university in a related field may substitute for the required work experience on a year-for-year basis.

Preferred Qualifications:

  • Facility maintenance and operations (M&O) including regulatory compliance for moderate to large campus type physical plants.
  • Oversight of system-wide M&O, including regulatory compliance of physical plants.
  • Continuous quality improvement of the M&O of physical plants, including the development and applications of best practices and benchmarks.
  • Planning, organizing, developing, and managing day-to-day operational procedures which involve professional and vocational employees for the introduction and application of new M&O related business processes used in the performance of day-to-day duties and responsibilities.
  • Development of, and compliance, with M&O related budgets; training of M&O activities including regulatory compliance of physical plants; facility management training and/or certifications such as Certified Facility Manager (IFMA); M&O including regulatory compliance related to mental health, and/or mental retardation services; and computer aptitude, experience and skills, including word processing, spreadsheets, databases, computerized maintenance management systems, computer-aided facility management systems.
  • Management (personnel supervision, budgetary development and operations); and other plant support services, including housekeeping, laundry, motor pool, security, etc.
  • SMHF & SMRD policies and procedures.
  • Working effectively in stressful situations; prioritizes tasks and manages resources in order to complete multiple projects within a reasonable amount of time; and effective written and verbal communications.
