Austin State Hospital/Central OfficeProgram Administrator V (Manager, Plant Maintenance & Operations Programs)Department: Maintenance & Construction General Description: At the direction of the Director, Maintenance and Construction, performs highly responsible administrative, managerial and technical functions relating to the system-wide maintenance and operations (M&O) of State Mental Health Facilities (SMHF) and State Mental Retardation Facilities (SMRF) physical plants (all buildings, structures, fixed equipment and grounds). Provides some oversight of M&O program activities system-wide, and facilitates continuous quality improvement thereof. Includes applicable regulatory compliance such as asbestos, lead, water and waste water treatment, mold, PCBs, CFCs, etc.). Supervises Maintenance and Constructions M&O related technical and regulatory compliance staff. Facilitates, participates in, and/or provides the development, implementation, and updating of major business processes for SMHF and SMRF (including policies, procedures, practices, standards, operating instructions, and reporting) relating to M&O of physical plants, incorporating appropriate best practices and benchmarks. Facilitates, participates in, and/or provides the determination of M&O related internal and external best practices, and benchmarking. Applies internal and external benchmarks to maximize both local and system-wide efficiency and effectiveness in a timely and productive way. Provides aspects of oversight for the M&O of SMHF and SMRF physical plants system-wide. Facilitates SMHF and SMRF compliance with M&O related regulatory requirements. Facilitates and/or provides pertinent information, education and training related to M&O of physical plants. Provides M&O related technical guidance to SMHF and SMRD. Manages Maintenance and Construction M&O related staff. Performs special assignments as per the Director, M&C. Job duties: Same as above (General Description) Minimum Qualifications: Bachelor’s degree from an accredited college or university with a major in appropriate to the requirements of the position, plus five (5) years of work experience planning, organizing, directing, controlling, or coordinating activities in a related program. Additional related work experience may substitute for the required education on a year-for-year basis with a maximum substitution of four (4) years. One year (18 - 25 semester hours) of graduate level work from an accredited college or university in a related field may substitute for the required work experience on a year-for-year basis.
