About the Speaker: Dean Kashiwagi, Ph.D., PE, is the Director of the Performance Based Studies Research Group (PBSRG,) a research group of best value procurement methods at Arizona State University. Dr. Kashiwagi is one of the foremost experts in optimizing construction performance. He has performed over $4.0M in research over the past decade, testing state of the art processes in over 380 tests. Dr. Kashiwagi has also published 23 journal articles, 65 refereed international conference papers, and 42 other publications. Dr. Kashiwagi will present how the use of "performance information" is used to minimize standards and increase construction performance (on-time, no change orders, and meet quality expectations) within your current budget. This session will also cover the following topics: § Understand the current construction industry structure and function of how to move into a performance-based process. § Outsource construction more efficiently. § Optimize the time of hospital facility personnel. § Six Sigma - uses data and statistical analysis to measure and improve a company's performance. § Introduce DMAIC (define, measure, analyze, improve, and control). § Understand how to minimize risk instead of just transferring risk from one party to another. § Minimize change orders, and measures the performance of suppliers/contractors/service providers. § How specifications and minimum standards increase risk to the facility owner. § Case study of the Denver Health Hospital Authority A&E selection § Other Case studies: University of Hawaii - 12 projects, 22% under budget. Dallas Independent School District - 9 projects, 13% under budget. All projects were completed on time with no change orders and 100% satisfaction from the facility owner (met high quality expectations). Testimonials: "In all my years of construction experience, I have never been more impressed with a procurement process…." Charles Serikawa, University of Hawaii, Facilities Management. "The PIPS program has turned our situation around 180 degrees." Mike Smith, DISD, Maintenance Supervisor.
